When the single listener protocol address via LISTERNER.ORA is incorrect (preventing the TNSLSNR from running.
1) Confirm the IP Address of the Oracle Database
2) Open the listener.ora
on the Database Server via a text editor
By default, the listener.ora
file is located in the $ORACLE_HOME/network/admin
directory
3) Update the Host Server Address (via ADRESS_LIST section) should it be incorrect. This should match the IP address of the Database Server. Save the ORA file.

4) Now start the Oracle Listener Service
note: Tnslsnr.exe is a process associated with Oracle TNS Listener from Oracle. Leave this process running if you are running an Oracle database and you want other users to connect to it.
