PIOM - VIPExec service stuck in starting mode

Issue

For a few weeks the test server running PI/OM has been stuck in starting mode. Maybe a Windows issue, but wondering if you have any suggestions before I restage server. Already rolled back to a previous image and checked with our security team regarding process id. Unable to login or start GUI. Licence file looks good, matches what was provided.
