PI - how to define a boundary condition when the data is not vector (image)

Subject: PIOE not seeing text on output - vde script not working.
Initial Details: PIOE is not "seeing" text on some pages of a pdf file. The vde script is not working because it does not see the text in the boundary object that is the trigger for the script to take an action. In the attached "test.pdf", PIOE sees the text on page one but fails to see it on pages 17 and 25.
