Resolve issue where BRE1 is not inserted into envelopes with PI Office Mail

Issue
Pre-Printed inserts are not added to qualifying envelopes.
The MRDF files from Output Manager are with the correct field activated for the PPI, yet the inserts are not added into the envelopes.

Cause
Insert used incorrect configuration profile which did not include the Pre-Printed insert instructions.
Resolution
HW engineer reconfigured the Inserter to insert the PPIs into envelopes as requested in the MRDF file.
