how to configure input licenses that are visible on PIOM but not used

Issue
licenses are visible on PIOM but not used
Cause
once the license are install (as validated by checking the licensing log)
make sure the "license".cfg is correctly set in the MGRx.x/config
make sure the "license".cfg is correctly set in the MGRx.x/config
Resolution
CLIENTTYPE= type of license
LISTENID= four digit long, must be different from listenID of the other "license".cfg
