Issue
When processing a PB Shipping API - USPS shipment to an international address, the following issues may occur:
- The error "PB Shipping API Customs Form 2976 has not been correctly configured. Please consult your administrator." appears.
- The shipment is successful but no document is printed.
- In the debug logs, errors such as the following may be displayed:
System.ArgumentException: Parameter is not valid.
An errored occurred in producing a label or document_Event

Cause
The international label settings are incorrect.
