Summary

Version 8.70.3 adds support for the new EU customs product identifiers required for qualifying business-to-consumer shipments into the European Union (FedEx REST API and UPS API). The release also adds shipment-level dangerous goods contact overrides, improves FedEx REST API returns, pickups, and OP-900 documentation, sets FedEx REST API as the default address validation carrier for new instances, and corrects multi-transaction EDI processing.

Headline Enhancements

EU customs reform: end of the €150 de minimis exemption

From July 1, 2026, the EU no longer exempts low-value consignments (intrinsic value of €150 or less) from customs duty. Business-to-consumer (B2C) sales shipped into the EU from outside it now pay a temporary flat duty of €3 per declared item, where an item means goods that share a tariff classification. The duty applies until July 1, 2028, and VAT rules are unchanged.

From November 1, 2026, each line of these shipments must also carry product identifiers. A generic description is no longer enough:

  • Merchant Product ID: The seller’s own identifier, such as a SKU. Mandatory.
  • Manufacturer Product ID: The manufacturer’s own, non-standard identifier. Mandatory.
  • Standardized Manufacturer Product ID: A standard code such as an EAN, UPC, or ISBN, where one exists.

Version 8.70.3 adds these three fields to shipment contents and sends them to the FedEx REST API and the UPS API for qualifying B2C shipments into the EU. Other carriers are not yet covered. Shippers who send B2C shipments into the EU should start filling in these fields before November 1, 2026.

For the UPS API, the identifiers are sent only when the UPS API setting UPS Send EU De Minimis Product Identifiers is enabled. It is off by default.

Other Changes

The following other changes have been implemented in SendPro Enterprise:

EU customs product identifiers: FedEx and UPS

Affects all SendPro Enterprise users who ship B2C into the EU.

SendPro Enterprise now supports the new EU customs product identifiers for the FedEx REST API and the UPS API, helping shippers supply the product-level data required for qualifying imports into the EU. Merchant, manufacturer, and standardized manufacturer product identifiers can be supplied through shipment API contents and international contents entry, with carrier-specific mapping for FedEx regulatory details and UPS customs products. UPS support also includes product-exemption information and shipper and consignee classifications for qualifying B2C sales.

Dangerous goods contact overrides

Affects all SendPro Enterprise users.

Integrations can provide hazardous contact and signatory details per shipment while retaining the Location’s configured defaults when no override is supplied.

FedEx REST API reliability

Affects all SendPro Enterprise users.

Improved return-address handling, parcel and freight pickup requests, and PDF OP-900 stock selection for Ground hazardous material shipments.

Address validation default for new instances

New-instance setup now configures the FedEx REST API as the default address validation carrier.

Fixes

The following fixes have been implemented for SendPro Enterprise:

  • WI01132134 / CS02386946: Added FedEx REST API support for EU customs product identifiers on qualifying business-to-consumer shipments imported into the EU from outside the EU. Shared Merchant Product ID, Manufacturer Product ID, and Standardized Manufacturer Product ID fields are available in shipment API contents and international contents entry. The FedEx connector maps these values to commodity regulatory details using the EU_DE_MINIMIS regulation code.
  • WI01134044 / CS02464350: Added UPS API support for EU customs product identifiers, including merchant, manufacturer, and standardized product identifiers, product-exemption information, and shipper and consignee classifications for qualifying business-to-consumer sales shipped into the EU from outside the EU. Availability is subject to UPS enabling these fields in its production API.
  • WI01135172 / CS02465652: Shipment API requests can now override the Location’s default hazardous contact using HazardousHelpLine Name, Phone, ContractNumber, Signature, and SignatoryTitle. Location defaults remain in use when overrides are not supplied. Integrations are responsible for identifying an authorized dangerous goods signatory.
  • WI01124932 / CS02439192 / CS02446998: Fixed inbound EDI processing when an interchange contains multiple ST/SE transaction sets separated by line breaks. Each transaction set is now processed separately so PRO numbers remain associated with the correct bill of lading and subsequent transactions are not silently skipped.
  • WI01136949 / CS02482222: Fixed FedEx REST API Ground hazardous material shipments rejected with INVALID.STOCK.TYPE when requesting an OP-900 document. PDF OP-900 requests now use the FedEx REST stock type OP_900_LL rather than PAPER_LETTER.
  • WI01123749 / CS02448840: Fixed FedEx REST API parcel and freight pickup requests to include the package location, preventing PICKUPCREATE.PACKAGELOCATION.INVALID errors caused by the missing value.
  • WI01136850 / CS02373220: Fixed FedEx REST API return requests to omit printedLabelOrigin, preventing PRINTEDLABELORIGIN.ADDRESS.NOTALLOWED errors when a different return address is supplied. Outbound shipment origin handling is unchanged.
