FAQ for Windsor Framework Agreement
What is the Windsor Agreement?
The Windsor Agreement was drawn up by the UK Government and EU to manage shipment from UK to the EU via the Northern Ireland/Rep. of Ireland border.
When does it come into effect?
1st May 2025
Who does it affect?
Anyone (consumers, businesses or organisations) sending items from Great Britain (England, Wales & Scotland) into Northern Ireland (BT postcodes).
What if I am based in Northern Ireland? Am I affected?
There is no impact if you are shipping goods within UK but you may be required to apply for UK Internal Market Scheme (UKIMS) and/or Economic Operators Registration and Identification number (EORI) to receive goods or freight.
How do I frank items now for Northern Ireland?
If you are sending letters (documents, invoices, etc) you can continue to use your franking machine. However, anything that is a large letter or parcel, you cannot use your franking machine and will need to use our online service PitneyShip® Pro (previously known as SendPro Online).

Why must I use PitneyShip® Pro?
As part of the agreement, any goods or freight being sent to Northern Ireland must be declared. PitneyShip® Pro allows you to simply enter the required information and shares this with Royal Mail and HMRC.
Will prices differ from my franking machine?
Prices for shipping to Northern Ireland will remain in line with franking prices.
What else will I need?
You will need a printer for the shipping labels. You can use a desktop or network printer, which can print to A4. However, if you send larger volumes you may benefit from a shipping label printer. Click here for details on our shipping label printer.
